Agenda of Nantwich Town Council Meeting

1. PUBLIC FORUM

1.1 To receive a report from Police representatives and discuss policing issues in the town.

1.2 To receive representations from members of the public.

1.3 To receive any representations from the public on planning applications.

1.4 To receive any questions submitted in advance in writing.

2. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

3. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS

Members are asked to declare any disclosable pecuniary interests relating to items on the agenda in accordance with the Council’s adopted Code of Conduct.

4. CONFIRMATION OF MINUTES

4.1 To receive and approve as a correct record the minutes of the meeting of the Council held on 10th December 2020. (attached)

4.2 To receive and note the minutes of the meeting of the Staffing Committee held on 12th November 2020, and to accept and approve the recommendations contained within the minutes.

5. MAYOR’S REPORT

To receive a list of the Mayor’s engagements and to receive any announcements by the Mayor

6. PLANNING CONTROL

Applications for Planning Permission – notification of planning applications by Cheshire East Council upon which comments are to be made (see list attached).  The        applications will be displayed at the meeting for inspection.

7.  INTERIM INTERNAL AUDIT

To consider the second interim audit of the year from the internal auditors JDH Business Services Ltd and note and approve the actions to address the four new recommendations. (details attached)

8. TOWN CENTRE BENCHES

The Town Council and some individual members have received concerns from members of the public relating to gatherings in the town square during tier 4 restrictions and/or lockdown.  There are reports of gatherings where people are using the town benches and not adhering to social distancing rules.  Members are asked to consider the option of temporarily removing the benches to deter gatherings.  The benches could also then be refurbished before being re-instated.

9. NOTICE OF MOTION

9.1 Councillor John Statham – That this council implements a petitions policy as part of its wider efforts to improve the democratic process and involvement of residents in        decision making. A report and draft policy will be provided for debate at the relevant committee and, once agreed, considered by full council at the earliest opportunity.

9.2 Councillor Arthur Moran – At the Cheshire East Council Meeting on the 16th December 2020 a notice of motion was passed that the principle of introducing a default  20mph speed limit in central, urban and residential roads (these to be formally agreed in line with the law and the Council’s decision-making arrangements) – not a blanket measure be supported. ‘20’s plenty in 2020’ will now be in Cheshire    Easts Speed Management Strategy. Resident Groups Town and Parish Councils are encouraged to send proposed schemes to Active Travel, Cheshire East.

Councillor Moran seeks support that Nantwich Town Council supports in principle that a 20 mph speed limit is plenty and support Resident Groups who wish to introduce     20mph limits in their residential areas.

10. CHESHIRE EAST – PLACE DIRECTORATE ENGAGEMENT

To consider the attached report detailing a recent meeting between the Director of Growth and Enterprise from Cheshire East with representatives from Town and Parish Councils.

11. BOROUGH COUNCILLORS REPORTS

To receive reports from Cheshire East Borough Councillors.

12. REPORTS OF REPRESENTATIVES

Members representing the Council on outside bodies or organisations are asked to report on matters of interest.

13. EXCLUSION OF PRESS AND PUBLIC

The Committee is asked to RESOLVE to exclude Press and public pursuant to the Public Bodies Admission to meetings Act 1960 as personal and financial details of individuals are likely to be discussed.

14. MARKET STREET TOILETS

To consider the attached proposals for the future delivery of the service.
