AGENDA OF NANTWICH TOWN COUNCIL MEETING

1. PUBLIC FORUM

1.1. To receive a report from Police representatives and discuss policing issues in   the town.

1.2. To receive representations from members of the public.

1.3. To receive any questions submitted in advance in writing.

2. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

3. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS

Members are asked to declare any disclosable pecuniary interests relating to items on the agenda in accordance with the Council’s adopted Code of Conduct.

4. CONFIRMATION OF MINUTES

4.1 To receive and approve as a correct record the minutes of the of the Annual Town Council meeting held on 9th May 2024. (attached).

4.2 To receive and note the minutes of the meeting of the Policy Committee held on 16th May 2024 and to accept and approve the recommendations contained within the minutes (attached).

4.3 To receive and note the minutes of the meeting of the Finance Committee held on 23rd May 2024 and to accept and approve the recommendations contained within the minutes (attached).

5. NANTWICH MUSEUM

To welcome Mary Habesch from Nantwich Museum who will provide an update of the last twelve months.

6. MAYOR’S REPORT

To receive a list of the Mayor’s engagements and to receive any announcements by the Mayor.

7. PLANNING CONTROL

Applications for Planning Permission – notification of planning applications by Cheshire East Council upon which comments are to be made (see list attached). The applications will be displayed at the meeting for inspection.

8. ANNUAL INTERNAL AUDIT REPORT 2023/24

To consider the Annual Internal Audit Report and note the comment from the internal auditor that no issues were raised for the year end internal audit.

9. ACCOUNTS 2023/2024-ANNUAL GOVERNANCE STATEMENT

To approve the Annual Governance Statement for 2023/2024.

10. ACCOUNTS 2023/2024-ACCOUNTING STATEMENTS

To receive a report on the Accounts for 2023/2024 and approve:

a) The Accounting Statement for the Annual Return

b) Income and Expenditure 2023/24

c) Report of Variances (2022/2023 and 2023/24)

d) Asset Register for 2023/24.

11. ACCOUNTS 2023/2024- ANNUAL RETURN

Council is asked to RESOLVE, in accordance with the Accounts and Audit Regulations 2015, that the Annual Return for 2023/2024 be approved, signed by the Mayor and submitted to the External Auditor, PKF Littlejohn LLP.

12. ANNUAL REPORT 2023/24

To approve the draft Annual Report of the Town Council for 2023/24 (attached).

13. FINANCIAL REGULATIONS

To consider and approve the new Financial Regulations based on the Model Financial Regulations produced by the National Association of Local Councils (NALC) in April 2024.

14. GRANTS UPDATE

To receive the annual accounts for Nantwich in Bloom and Holly Holy Day and an update report from Nantwich Elim Church following receipt of grant funding from the Town Council. (details attached)

15. CHESHIRE EAST COUNCIL CONSULTATION – HOUSEHOLD WASTE RECYCLING CENTRE SERVICES

Members are asked to consider a response to a six-week consultation which has been launched on how household waste recycling centre services in Cheshire East could be provided in the future.

Cheshire East Council wants to deliver a service that enables residents to recycle and dispose of their waste responsibly but is also within the limits of what is affordable over the coming years.

The closing date for responses is 16 June 2024 with further details available online.

16. CHESHIRE EAST COUNCIL CONSULTATION – CHESHIRE EAST BUS SERVICE REVIEW

Members are asked to consider a response Cheshire East Council’s bus service review consultation. The review looks for opportunities to encourage more bus use and get more supported services operating commercially; tweak services to improve performance and passenger uptake; and get better value out of what the council is spending.

The consultation seeks views of bus users and non-bus users to understand where improvements can be made to encourage more people to travel by bus.

In addition, three proposals have been put forward as part of the review to amend service provision in targeted parts of the borough:

Proposal 1: Nantwich rural service modification

Proposal 2: 391/392 service upgrade

Proposal 3: Flexible transport in Cheshire East

Details of these proposals are summarised within the attached document alongside the objectives of the Bus Service Review.

The consultation will be live for 8 weeks until Wednesday 3 July 2024 and can be found here.

17. BOROUGH COUNCILLORS REPORTS

To receive reports from Cheshire East Borough Councillors.

18. REPORTS OF REPRESENTATIVES

Members representing the Council on outside bodies or organisations are asked to report on matters of interest.

19. EXCLUSION OF PRESS AND PUBLIC

Council is asked to RESOLVE to exclude Press and public pursuant to the Public Bodies Admission to meetings Act 1960 as personal or financial contract details are likely to be discussed.

20. WELSHMAN’S LANE ALLOTMENTS

To receive an update on correspondence received from the Kingsbourne Developers relating to the new allotments at Welshman’s Lane.
