1. PUBLIC FORUM
1.1. To receive a report from Police representatives and discuss policing issues in the town.
1.2. To receive representations from members of the public.
1.3. To receive any representations from the public on planning applications.
1.4. To receive any questions submitted in advance in writing.
2. APOLOGIES FOR ABSENCE
To receive any apologies for absence.
3. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS
Members are asked to declare any disclosable pecuniary interests relating to items on the agenda in accordance with the Council’s adopted Code of Conduct.
4. CONFIRMATION OF MINUTES
4.1.To receive and approve as a correct record the minutes of the meeting of the Council held on 5th November 2020. (attached)
4.2. To receive and note the minutes of the meeting of the Finance Committee held on 29th October 2020 and 26th November 2020, and to accept and approve the recommendations contained within the minutes.
5. MAYOR’S REPORT
To receive a list of the Mayor’s engagements and to receive any announcements by the Mayor
6. CCTV PROVISION – NANTWICH
To welcome Stuart Hobson, Public Space CCTV & Emergency Control Centre Manager, Cheshire East Council, and to consider further the existing and future provision of CCTV in the town.
7. PLANNING CONTROL
Applications for Planning Permission – notification of planning applications by Cheshire East Council upon which comments are to be made (see list attached). The applications will be displayed at the meeting for inspection.
8. ANNUAL RETURN 2019/20 – REPORT OF EXTERNAL AUDITOR
To receive the report and Certificate of the External Auditor and note any issues arising (Section 3 AGAR). (attached)
9. DRAFT BUDGET PROPOSALS 2021/22
To consider the draft budget proposals for 2020/21 as proposed by the Finance Committee
10. DRAFT CORPORATE STRATEGIC PLAN CONSULTATION RESPONSES
To consider the recommendations of the working group to address the responses received from the public consultation carried out on the draft Corporate Strategic Plan and determine if the plan should be amended.
11. LOCAL TRANSPORT AND PARKING PLANS – CHESHIRE EAST CONSULTATION
Cheshire East Council has launched public consultations on local transport and parking plans across the borough. The consultations, which begin on 23 November 2020 and end on 31 January 2021, will seek to engage with communities, towns, elected members and stakeholders. The results of this exercise will inform the future direction of how to improve transport, walking and cycling in our towns. It will also inform proposals, which would be subject to further consultation, regarding changes to parking provision and potential changes to car parking charges in the borough. Members are asked to consider a working group to prepare a response to the consultation.
12. BOROUGH COUNCILLORS REPORTS
To receive reports from Cheshire East Borough Councillors.
13. REPORTS OF REPRESENTATIVES
Members representing the Council on outside bodies or organisations are asked to report on matters of interest.
14. EXCLUSION OF PRESS AND PUBLIC
The Committee is asked to RESOLVE to exclude Press and public pursuant to the Public Bodies Admission to meetings Act 1960 as personal and financial details of individuals are likely to be discussed.
15. CIVIC HALL EXTENSION
To consider the recommendations from the Tender Committee contained within the attached report.
